"""Assembles the tool result, in vmd's words rather than the agent's.
WHY THE AGENT DOES NOT WRITE ITS OWN REPORT
There is a path from a script running in the VM to the main model's
instructions: guest stdout -> the agent's context -> the agent's summary
-> the vm_agent tool result -> the main model. Tool output is the one
thing this model reliably treats as fact, which makes that path worth
something to anybody who can get a file into a project folder - and every
caller shares those folders.
So the facts in this report are produced here, from vmd's own record:
what ran, what exited non-zero, what was committed, what the supervisor
saw when it re-ran the check. The agent's prose is included, because
throwing it away would lose the only explanation of *why* - but it is
fenced, capped, and labelled as what it is.
Two specific things are scrubbed:
* `data:` URIs. budget.cap() passes a tool result that IS a data URI
through untouched, and Open WebUI routes such a result to the model
as a vision input. A guest that printed one as its entire output
would be choosing an image for the main model to look at.
* the fence itself, so a summary cannot close the quote early and
continue outside it.
